El pasado día 6 de marzo, en la jornada “Diálogo entre Ciudadanos” que tuvo lugar en el Círculo de Bellas Artes en Madrid, donde se habló del futuro de Europa y de la oportunidad que ofrece el programa Erasmus+ y la solidaridad que supone para los jóvenes,  entre otras cosas.

Una comisión de ANPPER se entrevistó con la Comisaria de Transporte de la Comunidad Europea Dña. Violeta Bulc.

En la charla que fue distendida y afable entre nosotros, solicitamos que se diera prioridad al tema de “Patrones sin fronteras” presentado en el Proyecto TCC-SCV y financiado por la Comunidad europea (www.tcc-scv.eu) en el que participó ANPPER y que se comunicara a los países miembro la solución adoptada.

Aprovechamos para entregar  a la Sra. Bulc un escrito, que se acompaña para su supervisión y nos comentó que un par de meses nos contestaría.

Dear Mrs. Bule:

We are ANPPER, the only Spanish national association of professional yacht skippers with commercial endorsement (PPER, in Spanish) whose interests we represent. The ¡ndustry in which our members are ¡nterested ¡n ¡s the boat and chartering business, both ¡n Spain, and throughout Europe. This sector has a relevant, and ever growing, ¡mportance in society in general and, specifically, in all marine-related tourism, leisure and professional yachting activities (¡ndustry, businesses, passengers and crews) and the corresponding and associated economics.

Presently, European professional Skippers in general, as well as Spanish PPER are heavily impeded to use their professional attributions in the rest of European countries, except in their country of origin, due to very complex and specific national laws, regulations and procedures, that basically make it impossible to make professional use of the knowledge, and capacities acquired in any other country except your own.

The main concern is the lack of homogeneity of the rules and legislation between different EU member-states in the professional skipper sector.

ANPPER has been an active partner in the EU funded project TCC-SCV (www.tcc-scv.eu) termed "Skippers Working Without Borders" where a consensus among all project partners was reached to precisely achieve the goal of fairly straightforward recognition procedure of titles and attributions among EU member states by means of a Common Core Curriculum and some specific additional "National Modules" which should pave the way for the much sought after mobility of professional skippers within EU member states. We, and all professional skippers throughout EU Member States, would gladly appreciate your office's active support and engagement to achieve the goal of "Skippers Working Without Borders" within the EU, as has already been achieved in other areas such as Engineering, Medicine and many other realms.

Last, but not least, it is my pleasure to inform you that we are currently working together with the Spanish Maritime Administration (Dirección General de la Marina Mercante - Ministerio de Fomento) to adapt the Spanish rules and legislation to our ¡ndustry. We expect Spain to become a good example in the near future.
